A native of San Juan, Puerto Rico, Frances Gallardo explores how hurricanes are part of the natural life and death cycle of the Caribbean and how climate change has rendered the region increasingly vulnerable to storms.

Reflecting the lived experiences of persons of color, the economically disadvantaged, and the newly displaced in areas affect by Hurricanes Florence, Harvey, Katrina, Maria, and Michael, Rising Water showcases artistic responses centering creativity and empathy as tools for navigating an increasingly storm-impacted future.
