Volusia County--Art in Public Places Call for Artists

The Cultural Council of Volusia County announces public art opportunities for qualified Florida artists.

Six public areas have been identified for two and three-dimensional artwork at the Daytona Beach Regional Airport.

BACKGROUND
Daytona Beach International Airport
The County of Volusia is renovating the terminal building originally constructed in 1992 at the Daytona Beach International Airport. The work is scheduled to be completed in late 2020. The renovation project will incorporate a coastal ecology theme and provide new floor-to-ceiling finishes, lighting, counters, furniture, wayfinding, elevator and escalator system upgrades, and modernization of technology and digital display systems. The Volusia County Council has allocated approximately $65,000 for the purchase or commissioning of art work to be displayed in six dedicated spaces within the designated public areas of the terminal building. In accordance with the Art in Public Places ordinance adopted in 1990, the Cultural Council of Volusia County (CCVC) has the responsibility for obtaining proposals, reviewing all submitted artwork and proposals and making purchase recommendations to the County Council for final approval.

LOCATION
The Daytona Beach International Airport is at 700 Catalina Drive, Daytona Beach, Florida.

ART IN PUBLIC PLACES
The Art in Public Places (APP) program in Volusia County requires an art procurement budget be established for all new construction, major additions or renovation of county-owned public buildings. This budget is one half to one percent of the total construction cost of the designated project. For all projects with art budgets of $50,001 or higher, open competition is required. A committee composed of at least the user agency representative, architect, one member of the Volusia County Cultural Council, three visual arts professionals (selected by the Cultural Council) and the designated program administrator is wholly responsible for making the art selection. After review and approval of the art selection process, the Cultural Council will forward their recommendation to the county council for approval. The APP Selection Committee may select or commission one or more artist(s) for each identified opportunity. Identified opportunities may also be withdrawn and/or deferred at any time to comply with the needs and wishes of the County Council. All qualified professional artists currently living and working in Florida are welcome to submit regardless of race, gender, age, national origin or disability.

DESIGN EMPHASIS
Submitted work will be considered in any style and medium. Work does not have to be thematic. However, in keeping with the coastal ecology theme of the airport, works incorporating design elements of Sun, Sand, Surf or Aviation are highly welcomed. Applicants are encouraged to represent a culturally diverse population in theme and content. Particular preference may be given to the representation of diversity and/or history of Volusia County.

There are three categories for Art in Public Places projects:

The direct selection method is permitted for projects with art allocations between $5,000 and $25,000. The selection committee includes a member of the Cultural Council, the designated program administrator, the user agency representative and two visual arts representatives.

The invitational method is used for projects with art allocations of $25,001 to $50,000. The selection committee is the same as the Direct Selection Method with the addition of the building's architect or an additional visual arts representative.

The open competition is permitted for projects with a budget of $50,001 or more. The selection committee consists of the architect, a member of the Cultural Council, the designated program administrator, the user agency representative, and three visual art representatives. The recommendations from each selection committee are forwarded to the Cultural Council who in turn makes a recommendation to the Volusia County Council for final approval.

 
Criteria for submission and consideration
To be considered, professional artists must meet at  least three of the five criteria listed below:

• The artist has completed other public commissions on a similar scale.
• The artist has received awards, grants, or fellowships within the past five years.
• The artist’s works are in major private, corporate or museum collections.
• The artist has had at least one one-person exhibition at an American Association of Museums’ accredited institution within the past five years.
• The artist has had at least one exhibition at a public art institution.

What to submit 

To be considered, professional artists must meet the above standards of criteria and submit the following for consideration:

• A letter of interest which includes how the artist meets the above criteria, how the artist’s work relates to the project and what direction the artist’s work might take in response to the project.
• A current professional resume, with emphasis on public art experience.
• Images of all proposed work to be considered on DVD or CD. All images should be in .jpg format and no larger than 4" x 5" and 250 dpi resolution. In the case of proposed pieces, original studies may be submitted, but images of the studies must be provided on disk as well. Five images of similar existing work should also be included. Disks and/or studies should be labeled with the artist's name.
• A slide identification sheet that includes:
  • Artist’s name, address and phone number
  • Corresponding slide number
  • Title of work
  • Medium of work
  • Dimensions of work
  • Date of work
  • Price of work
• A proposal that can be a sketch or written description of proposed artwork.
• A self-addressed stamped envelope for the return of the artist’s slides. If you would like your slides to be scanned into our artist’s database, please indicate this in your letter of interest.

Incomplete submissions will not be considered and will be returned without review by the APPC. Incomplete submissions will be determined by the Public Art Administrator in Volusia County Parks, Recreation and Culture.
