After the violent death of her daughter and enraged at the police’s slow progress of the investigation, Mildred Hayes (Frances McDormand) rents three billboards outside her home. The messages disturb both the police, including Sheriff Bill Willoughby (Woody Harrelson), and the citizens of Ebbing.
