The Community Redevelopment Agency (CRA) has authorized $100,000 to help fund large special events within the Downtown District Community Redevelopment Area (the Downtown District). The purpose of the program is to provide support to large special events that promote the goals and objectives of the Downtown District Community Redevelopment Plan. Grant awards will be between $10,000 and $25,000 and require a dollar-for-dollar match of any grant funds awarded. The value of in-kind services or donations will not qualify for this match.
The grant funds will be available to qualified not-for-profit organizations that will host special events within the Downtown District during the Fiscal Year 2018, which starts on October 1, 2017 and ends on September 30, 2018. Large special events and/or promotional activities are defined as a new or existing events which has the potential to generate hotel stays through the attraction of a regional audience (including attendees from other states) and generate economic activity within the Downtown District such as organized concert, exhibition, festival, carnival, athletic event, craft show, competition, parade, celebration, market or any event similar in nature which is open to the public. Special events do not include social parties, conferences, open houses, grand openings, ribbon cutting ceremonies or events that are not open to the public.

Applicants applying under this program may not apply for funding under the FY 2018 Promotional and Special Event Grant Program.

Grant funds shall only be provided for events after grant applications have been approved and the recipient has entered into a grant agreement with the CRA. Unless agreed in writing and is outlined in the grant agreement, CRA grant funds shall be delivered to the successful applicant(s) after the event has occurred and CRA staff have reviewed and approved the Post-Event Report.

Applications will be reviewed and scored based on a competitive process with the highest scored applications being funded. Only applications with a minimum score of 70 points may be eligible for funding. The CRA Executive Director reserves the right to make an award for less than the amount requested in the application.

Applications along with supporting documentation must be submitted electronically by email at CRA@talgov.com. Only one (1) electronic submittal of the application and supporting documents will be allowed. The file size shall not exceed 10MB. Applications will be available Monday, June 19, 2017 at www.talgov.com/cra. Applications will be accepted beginning at 9:00 AM on Friday, June 30, 2017. The application period will end no later than 4:30 PM on Monday, July 31, 2017, unless extended by the CRA. Applications submitted before 9:00 AM on June 30, 2017 or after 4:30 PM on July 31st will NOT be accepted nor scored.
